1. A cosmetic composition comprising: from about 5.0 to 70.0 percent by weight water; from about 0.1 to 3.0 percent by weight of an electrolyte; from about 1.0 to about 20.0 percent by weight of a cyclomethicone and dimethicone copolyol compound; from about 0.5 to about 10.0 percent by weight of a polyglyceryl-4 oleate and peg-8 propylene glycol cocoate compound; from about 1.0 to about 20.0 percent by weight of a micronized titanium dioxide-containing compound; from about 0.1 to about 5.0 percent by weight of synthetic wax; from about 0.5 percent to about 50 percent by weight of cyclomethicone; and from about 3.0 to about 20.0 percent by weight of a metal oxide; and wherein said cosmetic composition does not contain drying agents that irritate damaged skin.

2. The cosmetic composition of claim 1, further comprising from about 0.1 to about 3.0 percent by weight panthenol.

3. The cosmetic composition of claim 1, further comprising from about 0.1 to about 10.0 percent by weight di propylene glycol.

4. The cosmetic composition of claim 1, further comprising from about 0.01 to about 5.0 percent by weight tocopheryl acetate.

5. The cosmetic composition of claim 1, further comprising from about 0.01 to about 5.0 percent by weight retinyl palmitate.

6. The cosmetic composition of claim 1, further comprising from about 0.5 to about 15.0 percent by weight talc.

7. The cosmetic composition of claim 1, further comprising from about 0.05 to about 3.0 percent by weight silica silylate.

8. The cosmetic composition of claim 1, further comprising from about 0.5 to about 10.0 percent by weight of a quaternium-18 hectorite, cyclomethicone, and propylene carbonate compound.
